On 16 July 2026, experts, lawyers and Sudanese human rights defenders convened in Brussels to examine the role of third states, particularly the UAE, in sustaining Sudan's war. While the European Parliament has explicitly named the UAE as the leading sponsor of the RSF, the Council's new sanctions remain limited to Sudanese gold imports. Panellists explored legal remedies, including ICC Article 15 communications and targeted sanctions, stressing that accountability must reach the external financiers whose profits fuel war crimes against civilians.
